Authorities identified the deceased as Jermaine Richards, 40, a chef from Fleet Street in Kingston, Jamaica

At the time of his death, Richards worked as a chef at Ribbiz UltraLounge and Restaurant in St. Andrew.

The accused officer, Corporal Patrick Williams, faces several charges. These include murder and using a firearm to commit a felony. They also charged him with assault occasioning bodily harm and assault at common law. Additionally, he is charged with willfully making a false statement to an INDECOM investigator.

He appeared in the Kingston and St Andrew Parish Court on Tuesday, March 11, 2025.

On January 24, 2025, the accused allegedly fatally wounded Richards in a rampant police shooting. This happened during a confrontation in the parking lot of the Ardenne Emirates Plaza complex, where Ribbiz is located.

Reportedly, Corporal Patrick Williams was off-duty.

The unfortunate incident triggered protests from residents of Fleet Street in Kingston, where Richards resided.

In a statement at the time, the operators of Ribbiz UltraLounge expressed their shock and deep sadness at Richards’s death. They recalled him as a hardworking and dedicated employee.

Law enforcement authorities reported that the police fatally wounded an unidentified man. He allegedly engaged a police party in an armed confrontation. This incident occurred in Portmore, St Catherine, on Monday night, March 10, 2025.

According to the police, at about 7 p.m., a police team reportedly conducted an operation in Crusher Lane, Old Braeton, Portmore. During the operation, they encountered the suspect, who allegedly fired upon them.

The police reportedly took evasive action and returned fire, severely wounding the suspect in another rampant police shooting.

Law enforcement acted swiftly and transported the injured man to the Spanish Town Hospital, where authorities pronounced him dead.

The police reportedly retrieved a Taurus G2 9mm pistol with a magazine containing five rounds from the suspect.

The Independent Commission of Investigations has launched a probe into the matter.
