INDECOM Denies Jurisdiction in JDF Soldier’s Death: Conflicting Reports.
The Independent Commission of Investigations (INDECOM) has claimed that it holds no legal interest in the shooting death of Private Ejay Domville, contrary to the statement made by the Jamaica Defense Force (JDF) on Wednesday. According to the JDF, both the commission and the police had authority over the probe into the soldier’s death.
Domville, 20, allegedly sustained a fatal gunshot wound during a reported confrontation with armed individuals last Friday in Denham Town, Kingston, where he was serving in a zone of special operations (ZOSO).
When approached by The Gleaner for comment, INDECOM Commissioner Hugh Faulkner requested a copy of the JDF statement released to the media. After reviewing the JDF statement, Faulkner stated, “INDECOM had responded to a report of a firearm discharge involving the security forces … we visited the scene, including our forensic team. Early investigations were carried out, and it seems that a homicide occurred, which falls under the jurisdiction of the police,” indicating a divergence from the JDF’s position.
Faulkner elaborated that INDECOM’s preliminary inquiry did not show a fatality for which the security forces were responsible.
