Jamaica’s plan to break away from the British monarchy has faced a setback. Opposition Leader Mark Golding instructed his party not to sign the final report of the Constitutional Reform Committee unless Jamaica agrees to the appellate jurisdiction of the Caribbean Court of Justice.

Prime Minister Andrew Holness appointed a committee to review Jamaica’s constitutional arrangements a year ago, but the committee has been criticized for its lack of transparency and consultation.

Despite announcing a consensus on the recommendations, Golding has refused to approve the document unless Jamaica also leaves the London-based Privy Council. He believes that doing so and accepting the Caribbean Court of Justice would lead to a bipartisan, decolonized constitutional reform process.

The committee’s full report has not yet been made public.
