Jamaican Criminals Abroad

NEW YORK, (CMC) – The United States Immigration and Customs Enforcement (ICE) agency says it has arrested a 45-year-old Jamaican national with an extensive criminal history spanning over 20 years.
ICE said that the Jamaican’s numerous aggravated felonies include:
- Attempted murder.
- Robbery.
- Weapons violation during a crime of violence.
- Criminal sale of a controlled substance.
The authorities arrested the career criminal outside his residence in Queens, New York, without incident.
Additionally, ICE said the Jamaican, whom it did not name, will remain in custody pending deportation proceedings.
“Rather than take advantage of the opportunity afforded him to live in the United States and pursue everything this country has to offer, this individual chose to embrace a life of crime,” said Enforcement and Removal Operations (ERO) New York City Field Office Director Kenneth Genalo.

“His repeated felonies prove that he is a threat to the community. So, leaving him on the streets would compromise the safety of all New Yorkers. Our officers should be commended for their continued dedication to removing dangerous criminals from our neighborhoods,” Genalo added.

According to ICE, the Jamaican national entered the United States in New York as a lawful permanent resident on April 6, 1993. But on November 19, 1998, the Queens County Supreme Court convicted him for selling a controlled substance in the third degree and sentenced him to six years of imprisonment.
On March 12, 1999, ICE said the Jamaican was convicted by the Queens County Supreme Court of attempted murder and robbery in the first degree and sentenced him to 12 years and six years of imprisonment, respectively.
On September 20, 1999, he was also convicted by the Nassau County Court in Long Island for the offense of robbery in the second degree and sentenced to 15 years of imprisonment.
On November 10, 2022, the US District Court for the Eastern District of New York convicted him of brandishing a firearm during a crime of violence and sentenced him to time served.
ICE said the Jamaican national also has convictions in Pennsylvania for retail theft in 1997 and providing false identification to law enforcement drug possession in 2012.
A Jamaican deportee who reenters the US via Mexico gets prison time
A 32-year-old Jamaican was given a 21-month prison sentence in the United States after a court convicted him of illegally reentering the North American country, US Attorney Timothy M O’Shea announced recently.
Andre Bowyer pleaded guilty to the charge on August 16, 2023. During the sentencing hearing two Fridays ago, the judge noted that Bowyer came back to the US in 2022, the same year he was deported.
The judge also expressed concern that Bowyer was arrested in Wisconsin using a false name and attempting to pick up a mail parcel containing US$18,000 in cash.
Bowyer was arrested on June 9, 2023, in Grant County. US Immigration and Customs Enforcement were alerted after his fingerprint matched records during the booking process, according to investigators.
Bowyer admitted to paying a smuggler to bring him across the Mexican border into the US in April or May of 2022, authorities said.
The 32-year-old Jamaican was previously convicted in 2017 of conspiracy to commit mail fraud in Louisiana.

He schemed to defraud elderly and vulnerable victims of their money through a fake lottery scheme, according to investigators.
After completing his prison sentence in that case, he was deported to Jamaica in March 2022. As a condition of his removal and his supervised release from his mail fraud case, Bowyer was ordered not to reenter the United States.
He was still on supervised release in the fraud case at the time of his 2023 arrest and faces revocation in that case.
