Medical doctor Chloe Douett from St. Andrew has pleaded guilty to her involvement in a complex fraud scheme. The scheme allegedly deceived several banks in Jamaica out of approximately $600 million through fraudulent mortgage and real estate transactions.

Dr. Chloe Douett, a 30-year-old from Cherry Gardens, was convicted in the Catherine Circuit Court on July 24 after pleading guilty to an eight-count indictment. Furthermore, the Court Administration Division (CAD) has confirmed the conviction.

Reports indicate that seven of the charges relate to a multimillion-dollar fraud scheme. The eighth charge concerns her licensed firearm.

convictions related to fraud include the following charges:

– Conspiracy to defraud

– Two counts of uttering forged documents

– Demanding property using forged documents

– Possession of identity information

– Obtaining property through deception

– Use of criminal property

The court also convicted Chloe Douett of failing to store a firearm and ammunition safely.

But, Chloe Douett is only one of four accused the police arrested and charged in January following a multi-agency investigation. The investigation was led by the Major Organized Crime and Anti-Corruption Agency (MOCA), with assistance from the Financial Investigations Division.

Investigators alleged that the scheme operated for about 14 months, beginning in January 2023. It involved the creation of forged driver’s licenses, birth certificates, marriage certificates and taxpayer registration numbers using dozens of fictitious identities.

The authorities said the alleged fraudsters used the fake documents to target upscale properties in St Andrew.

Dr. Chloe Douett and others used fictitious identities to secure multimillion dollar loans.

The scheme Chloe Douett and others used involved applying to the National Land Agency (NLA) for replacement titles. They claimed that the legitimate titles had been lost or damaged.

Once the culprits received the replacement titles, investigators allege that they posed as the legitimate owners of the targeted properties. And, fraudulently sold them to accomplices through mortgage loans obtained from unsuspecting financial institutions.

In one case, Dwayne Pitter, one of the accused, allegedly used the fictitious identity ‘Odain Anthony Lawes’ to secure approximately $352 million in mortgage loans. He obtained these loans from four different banks within a single month in 2024, using the funds to ‘purchase’ properties in several affluent communities in St. Andrew.

NLA records identified Pitter, who is from Olympic Gardens, as an engineer. He resided at an address in Ironshore, Montego Bay, St. James, on the mortgage transactions.

Pitter is facing 44 criminal charges in three separate cases connected to the alleged fraud scheme.

The Criminal Affairs Division (CAD) has not yet provided an update regarding the status of the cases involving the other three accused individuals.

In the meantime, the public is patiently waiting to learn what penalty the trial judge has handed down to Chloe Douett.
