NHT Is Under Fire: PNP Urges PM to Fix Ruthven Towers Issues. The Opposition in Parliament is urging Prime Minister Andrew Holness to intervene in the dispute between the National Housing Trust (NHT) and the homeowners of Ruthven Towers.

A report from the Gleaner on January 26 indicated that homeowners at the NHT development in New Kingston are anxious. They are demanding an immediate reduction in their mortgage payments. They cite the NHT’s failure to deliver the promised amenities as a primary concern.

The NHT is under fire. There are growing concerns over its slow response to the 70 reported defects in the units.

On Tuesday, January 28, Professor Floyd Morris, the opposition spokesperson for housing, called out the NHT. He urged them to fulfill their commitments to the individuals who purchased homes in the development.

Morris highlighted that residents bought their apartments from the NHT. They did so with the understanding that the development would include specific amenities at no extra cost. These amenities—like a swimming pool, jogging trail, clubhouse, conference room, and gym—were promised to be completed by December 2024.

The NHT has yet to construct any of these promised facilities. They recently informed homeowners that the amenities would not be available until 2028. Homeowners have already been paying for them through their monthly mortgage payments.

NHT is Under Fire. Morris also addressed the reported construction and infrastructure defects. “There are reports of leaking roofs, bursting water pipes, faulty electrical work, lifting floor tiles, and poor door installation. Additionally, the area experiences flooding during heavy rains,” he stated.

“This act of injustice warrants the Prime Minister’s intervention. He is responsible for the NHT. His fiduciary duty is to guarantee that clients get fair and just treatment from the agency. He must resolve this chaotic situation, which is not the owners’ fault,” Morris said.

The NHT Is Under Fire. Professor Morris urged the NHT to compensate the residents for the inconvenience. He suggested reducing their mortgage payments moderately. This should continue until the agency addresses the defects and completes the agreed-upon amenities.

Phase One sold 14 two-bedroom units for $38 million each and 72 one-bedroom units for $28 million each. Homeowners received their keys in August 2022.
