The FBI has had a presence in Jamaica since 2011. But I am doubtful that Minister Clarke was sincere when he announced that he had solicited the FBI’s help in the SSL Fraud investigation. I genuinely think that statement was hogwash. The Minister added the phrase to his speech specifically to calm nerves. Because, as far as I know, the FBI cannot interfere in another country’s affairs. I know the FBI will act if there is an active investigation that involves a fugitive that is wanted in the United States.
Also, the FBI is a branch of the Government of the USA. So for the Minister to get the FBI’s help, there would have to be some kind of liaison between the Government of Jamaica, the US Embassy in Kingston, and the State Department in the US. I doubt the FBI would open a letter from the Minister.
